Through its partnership with eBuilder, ATEXO extends its e-procurement solution LOCAL TRUST to all EuropeParis -12/12/2011

At the ceremony for the connection of France to PEPPOL, ATEXO has made the announcement of the extension of its offering LOCAL TRUST for the e-tendering of public contracts, to all the European market.

The joint offering of ATEXO and eBuilder is the only integrated and pan-European solution for both pre-award and post-award public procurement.

ATEXO is now able to integrate its e-tendering solution (pre-award) to eBuilder’s cloud procurement process solutions (post-award: orders, delivery and invoices).

eBuilder provides a service of PEPPOL gateway (PEPPOL stands for "Pan-European Public Procurement Online"). It is thus possible to integrate this global solution to PEPPOL and accelerate the pan-European sourcing of the Clients of LOCAL TRUST.

Lyon Urban Community confirms its confidence in ATEXO as provider of its e-procurement platform -28/11/2011

With 1.31 million inhabitants, Lyon Urban Community, “the Greater Lyon”, is the largest French intercommunal authority.

The Greater Lyon encompasses 57 municipalities in Lyon area. Its budget raised to 1.6 million Euros in 2009. It gathers 577,000 jobs in 50,000 companies, with 7,200 new businesses every year

Lyon Urban Community has a wide range of delegated powers :

  • daily services (supply and distribution of drinking water, sanitation, cleaning, market of national interest, etc..)
  • urban planning and housing (conception of long term urban plans, building permits, public spaces, etc).
  • support the economical development of the conurbation (support the local economy in its developments and changes, installation of new businesses, support to competence centres, etc.).

The Greater Lyon needs an e-procurement platform enabling companies to participated to publics tenders in a rapid, efficient and secure way

Satisfied with the cloud service provided by ATEXO running it’s the software LOCAL TRUST MPE since 2004, Lyon Urban Community has decided to extend its relationship with ATEXO and keep the LOCAL TRUST MPE solution for its e-procurement platform.

The French Government has decided to pursue its collaboration with ATEXO for the cloud service of an e-procurement platform (State Marketplace) -21/11/2011

The State Marketplace (Place des marchés interministérielles : PMI) is the public e-procurement platform of State services: Ministries, Chambers of Commerce, Office of the Presidency and Services of the Prime Minister.

Its main features are :

  • search contract notices and award notices with the possibility of multiple criteria selection
  • download tender documents,
  • submit electronically,
  • free alert service, configured with a user-chosen frequency (daily or weekly).

The State Marketplace was first commissioned on November 4, 2008 to increase the performance of state procurement and the relationship between administration and businesses.

French State administration has decided to extend ATEXO’s contract for the supply of its cloud solution LOCAL TRUST MPE for full web e-procurement.

More than 85 000 Suppliers have registered in the marketplace (approximately 200 000 individual users) and more than 28 000 contracts are awarded annually. The ambition is to double the number of users and to get to 45 000 contracts by 2015.

An intranet portal for the urban community of Pau -27/09/2011

With 146,682 inhabitants, Pau Urban Community ranks high among the 164 conurbations in France.

The community wanted to get modern and efficient tools for e-government. They have chosen ATEXO for their project of creating and maintaining an intranet portal. Key decision factors were ATEXO’s expertise in designing portal and ECM solutions dedicated to public authorities.

The solution installed integrates Liferay and Alfresco technologies. It includes features of portal, document management, content management, collaborative work (calendar, wiki, forum, blog, RSS, etc.).

Liferay is the market leader in open source portal solutions. It specifically differenciates with its capability to provide off-the-shelf features to combine Internet and Intranet

Implementation of the solution LOCAL TRUST FORPRO for Haute Normandie Region - 27/09/2011

Normandy Region allocates a large part of its budget on vocational training and apprenticeships: 198 million Euros, 21% of its budget. 13000 people, young and adult job seekers, follow a training course each year.

In this context, the Region wanted to have an efficient information system for the management of vocational training. They have selected ATEXO’s LOCAL TRUST FORPRO solution to manage the following functional scope:

  • Tenders for the award of financings to training organisations
  • Management of the execution of contracts
  • Remuneration and social security of trainees

CNAV-TS chooses LOCAL TRUST RSEM solution Paris - 19/07/2011

Pensions branch of Social Security is composed of the national fund (CNAV) and a network of organizations (Carsat, CGSS, Crave, CSS). It manages retirement pensions for the general social security regime : basic pensions for salary workers in industry, commerce and services.

CNAVTS was searching an easy-to-use contract drafting and contract management solution, providing support to manage publics tender procedures and to redact contract legal clauses.

CNAV has chosen ATEXO and its LOCAL TRUST RSEM software to carry out this project.

Newly developed, with great consideration and intuitive ergonomics, LOCAL TRUST RSEM is the only full web solution available on the market

LOCAL TRUST RSEM will be displayed within 16 regional branches from January 2012..300 users and 150 buyers will be using the solution, which will be soon interfaced with SAP.

ANFH chooses ATEXO for its e-procurement solution Paris - 19/07/2011

Controlled by the Ministry of health, ANFH (Association Nationale pour la Formation permanente du personnel Hospitalier - National association for continuous training of hospital staff) collects and manages funds for the training of some 900 000 workers within the hospital.

ANFH is subject to French regulations on e-procurement and to the corresponding European Directive. In this context, the association launched in early 2011 a tender to set-up its e-tendering platform.

The objectives were :

  • Running a dedicated instance of the platform to manage tenders
  • Interface with other business applications implemented
  • functional scope gradually throughout the contract duration
  • training sessions to use the platform and the features developed specifically.

ANFH has selected ATEXO to fulfill these expectations by implementing both solutions LOCAL TRUST RSEM and LOCAL TRUST MPE. The deployment takes place in ANFH’s 26 regional offices; 3000 hospitals are impacted.

This application covers all of the functions expected from a document signature management system :

  • Management of several approval processes within an organisation
  • Automation of each potential stage of approval process : consultation, visa, simple amendments, addition of comments, return to sender, etc.
  • Management of signature at the end of the process : insertion of handwritten, scanned signature, manual signature of document with graphic symbol for final approval, digital signature
  • Management of "Representative/Director" roles

The application, which has been on the market since December 2010, has received huge interest thanks to its ergonomics, its ease of distribution (100% online, using Alfresco components) and its optimisation for mobile use.

eBuilder and ATEXO expand their public sector cloud offering for eSourcing and eProcurement in EuropeParis - Stockholm 26/05/2011

The Swedish Cloud Process company eBuilder and the French e-government software company ATEXO have agreed to embark upon a European cooperation that will offer customers a complete solution with processes for eProcurement, eSourcing, and supplier connections across Europe. Both companies have extensive experience delivering IT solutions to government agencies and organizations; together they have over a hundred government clients in several European countries.

Government agencies are the largest buyers in the European Union; government purchases in Europe account for about 16% of total GDP, which is equal to €1,500 billion. But government agencies lag behind major industries when it comes to electronic data exchange with suppliers for eProcurement and eSourcing.

"We have been designated as one of three suppliers to the ESV (Swedish National Financial Management Authority), and we have also set up the Swedish PEPPOL gateway - Sweden’s procurement link to Europe (PEPPOL stands for "Pan-European Public Procurement Online"). Launch of the new offering of information system for the management of educational institutions27.10.2010

The Aquitaine Region has awarded ATEXO a contract to implement its information system for the management of high schools. This project will see the ‘LOCAL TRUST EDUC’ solution being deployed operationally for the first time.

ATEXO has thus become the first company to develop a software solution for the management of educational institutions by Local authorities.

The solution is structured on :

  • A data repository storing information from multiple sources (Education Authority, specific applications of the Local Authorities, consultation and data capture Extranet)
  • A portal grouping all of the services available to local authority Operators (headquarters Operators and technical Operators working in the high schools) and partners (high school Directors)

ATEXO will be present at the international PEPPOL conference on European public e-Procurement, in Troyes-en-Champagne on 8th, 9th and 10th November, 201020.10.2010

Find ATEXO on its stand at the international PEPPOL conference on European public e-Procurement in Troyes-en-Champagne on 8th, 9th and 10th November 2010.

PEPPOL (Pan-European Public Procurement Online) aims to implement common standards enabling EU-wide public e-Procurement. Its objective is to encourage transnational public buying within the European single market. PEPPOL is a project financed by the European Commission.

ATEXO is involved in PEPPOL’s European standardisation project on two levels :

  • ATEXO is a member of the PEPPOL France consortium. We are specifically involved in the "Virtual Company Dossier" Work Package.
  • All of the French contracting Authorities who participate in PEPPOL project trials are users of ATEXO’s LOCAL TRUST e-Procurement solution.

ATEXO also supplied the technical solution for the European PROCURE (www.eten-procure.com) pilot project which ran from 2007 to 2009. This involved the implementation of a transnational e-Procurement system based on the LOCAL TRUST solution in France, Italy, Sweden and the Czech Republic.

Development of a mail management tool for the Nice-Côte-d'Azur conurbation01.09.2010

The Nice-Côte-d'Azur conurbation decided to collaborate with ATEXO in the installation of a new mail management tool.

Capitalising on basic functions of the document signature management solution, this tool enables documents to be moved around the approval chain and includes additional specific mail functions :

  • Specific management of "mail" data object : express mail, sender/receiver database (individual, family, association, company, etc), links to other events (telephone calls, faxes, meetings, other mail, etc).
  • Assignment management (assignment to the service "in charge"), follow-up of resulting actions (relevant responses, management of demands, etc).

Through this project ATEXO pursues its strategy of developing a complete software suite for e-government, based on :

  • Excellent knowledge of business issues
  • Innovative ergonomics

ATEXO continues to provide Ville de Paris with assistance in the implementation of its e-Government projects15.07.2010

Since 2006 ATEXO has been supporting Ville de Paris with a large dematerialisation project concerning the meetings of the Paris City Council and the twenty Councils governing each of the twenty Parisian districts.

Initially, ATEXO has provided an analysis of the requirements of elected representatives and of civil servants, conducted a feasibility study and defined the target solution. During the second phase, between 2007 and 2008, ATEXO supervised the application’s implementation by Sopra Group and was responsible for change management among the 163 Paris councillors, political groups and city administration.

In 2009, ATEXO helped Ville de Paris to define and implement new versions of the tailor-made ODS solution in order to meet the specifications of the 20 municipal authorities.

At the end of june 2010, an important milestone was achieved. The successful deployment of ODS in 50% of the City districts was completed! The district municipalities manage meeting agendas, distribution of draft resolutions, comments and amendments and submissions for legal control – all via the ODS platform.

This project has enabled ATEXO to demonstrate its commitment to providing large public organisations with long-term support to implement their dematerialisation programmes : from the strategic planning through to change management in order to deploy new processes and tools.

ATEXO assists the Kingdom of Morocco in the implementation of its e-Government programs01.06.2010

As part of the Digital Morocco Plan 2013, the Kingdom of Morocco launched an ambitious e-Government programme encompassing 89 projects for the transformation and modernisation of its administration.

The Department of the e-Government Program at Morocco’s Ministry of Industry, Trade and New Technologies contracted with ATEXO to assist it in the implementation of its plan. ATEXO’s missions are to handle :

  • Across-the-board management of the program and coordination of the PMO (Programme Management Office) and preparing program control structures (CIGOV).
    • Implementation of a General Interoperability Framework
    • Installation of a Platform for interoperability and production of e-services
    • Installation of an e-service for online business registration
    • Education Information System
    • Etc.
  • L'assistance à maîtrise d'ouvrage de projets transversaux ou de Ministères et notamment :
  • Defining and managing a communications strategy

This project, which involves ATEXO teams based in both Paris and Rabat, will consolidate ATEXO’s position as a major player in Moroccan e-Government.

Morocco’s General Treasury awards ATEXO contract to create national platform for public e-procurement 18.06.2009

The Ministries of the Moroccan government have drawn up a calendar for the modernisation of public procurement and it has contracted ATEXO to ensure the dematerialisation of procedures for tendering and awarding contracts starting in 2010..

ATEXO will implement its LOCAL TRUST MPE solution, by integrating new functional features specific to the Moroccan markets :

  • Management of Arabic : the solution, which is already multilingual, should be uniquely developed to manage multiple page layout (menu to the right, text from right to left)
  • Specific management of second and third envelopes (Financial Bid, Technical Bid) unique to Moroccan law
  • E-Catalogue functionality, enabling optimisation of current supply purchase

Through its implementation of this project ATEXO has realised its ambition to become an international provider of easy-to-configure e-government software solutions which allow for easy integration of the degree of regulatory freedom appropriate for new foreign clients.

Successful launch of the new Interministerial Market Place04.11.2008

The new Interministerial Market Place developed by ATEXO went live on 4th of November 2008. Since then, this new platform has provided a portal for businesses and public contractors for all government administration procurement.

This new platform integrates functionalities which are specifically developed for the government, such as electronic tender management, electronic notification management, management of framework agreements, dynamic purchasing acquisition systems and alert management for businesses, etc.

Thanks to this project ATEXO was able to develop a new major version of its LOCAL TRUST MPE solution (software architecture, ergonomics, and functionality) and reinforce its differentiated position as provider of electronic Administration solutions for major public sector accounts.

ATEXO enters a new development phase25.02.2008

Founded in 2002, ATEXO has rapidly expanded thanks mainly to the confidence of our clients and the continuous efforts and energy of our team. This growth has enabled ATEXO to become a major player in electronic administration and computerisation of public institutions and authorities.

In order to help further its development, ATEXO joined forces with a financial partner specialising in growth management for businesses of our size.

At the beginning of 2008, the French investment fund, Perfectis, acquired a stake in ATEXO. At the time, a large number of ATEXO’s staff also acquired a stake in the company.

Perfectis’ teams will support ATEXO’s management team through the different phases of the company’s growth..

Both ATEXO’s management team and its organisation remain unchanged and completely dedicated to our clients’ projects. Although this development did not have any short-term operational impact, in the medium term, it will enable ATEXO to improve both the quality of its offer and expand its range of services.

French Ministries contract ATEXO’s services for new Interministerial Market Place11.01.2008

Between June and December 2007 the Procurement Department for the Ministry of Economy, Finance and Employment (MINEFE) organised a competitive dialog in order to select a service provider to install the new Interministrerial Market Place.

The new platform, due to be installed some time in 2008, will enable all government administration to manage the dematerialisation of their procurement procedures. It will replace the two current platforms, one of which is dedicated to the Ministry of Defence and the second of which serves all other ministries.

With this project ATEXO has strengthened its LOCAL TRUST MPE solution (ergonomics and functionality) and has confirmed that it is uniquely positioned to offer e-government solutions to major public sector accounts.

Development of an electronic signature management system for e-Bourgogne16.11.2008

Upon completing a dual consultation process, ATEXO was awarded a tender by the e-Bourgogne Group, which encompasses Bourgogne’s 1309 public entities, in addition to its Conseil régional (regional council) and its four Conseils généraux (departmental councils). The resulting contract is for the installation of :

  • An application for managing acts (law, decrees and decisions) including an electronic signature management system, to which each of the public entities within the Group has access (Package 1)
  • A system enabling the remote delivery of acts to prefectures (Package 2), interfaced with an electronic act management tool for each local authority.

This project will involve improving ATEXO’s LOCAL TRUST ACTES solution, by integrating all potential administrative workflows for local authorities of any size. What is more, it will be supported by third-party provision of remote transmission which has already been approved by the Ministry of the Interior, enabling all of Bourgogne’s local authorities to remotely exchange acts which are subject to contrôle de légalité (legal control).

This project has allowed ATEXO to consolidate its Electronic Administration Portal LOCAL TRUST solution, enabling local authorities to manage different public sector business domains, including :

  • Dematerialisation of public procurement
  • Handling acts and ensuring that they conform to the law
  • Handling transfers to the Comptable public (official responsible for managing the finances of a public body), including Extranet Accounting
  • Management of Vocational Training and Learning
  • Management of subsidies, etc.

Approval of LOCAL TRUST ACTES02.04.2007

In 2006, various large local authorities (including 18 Regions, more than 35 Départements, over 40 major towns) possess business applications which have been installed by ATEXO, in line with current web standards and architecture.

Following on from the previous applications it has developed and deployed (dematerialisation of public procurement, management of public funding and subsidies, management of vocational training, etc), ATEXO has developed the LOCAL TRUST ACTES application, a solution for the remote transmission of acts which are subject to legal control.

This solution, which was initially designed and developed for Brittany’s local authorities (including those belonging to both the region and its four Départements), has been approved by the Ministry of the Interior, meaning that it has become totally operational and can be distributed among all of ATEXO’s clients.

Launch of EPM project for Ville de Paris05.03.2007

In February 2007, following a twelve-month Competition, Ville de Paris awarded ATEXO a contract to produce and install an Elaboration et Passation des Marchés (EPM) application for the Preparation and Award of Contracts.

This application for the Preparation and Award of Contracts mainly encompasses the following functionalities :

  • Monitoring procedures : business start-up, promotion, business consultation, dematerialisation, vote counting and analysis, etc.
  • Assistance preparing contractual documents : management of clause lists, management of models adapted to the specific business line markets, etc.
  • Scheduling proceedings : calendar of proceedings (CAO and Jury), preparation of Agendas, convening management, holding meetings, etc.
  • Knowledge repository : internal and external legal codes and standards, analysis of case law, templates of reference documents, etc.


The EPM application, which was designed using exclusively web-based technologies, is based on open reference source technological components : J2EE design, Jboss application server, JBPM workflow, Alfresco document management, etc.

Official launch of electronic administration portal e-megalisBretagne05.02.2007

Bretagne’s Conseil régional (regional council), its four Conseils généraux (departmental councils) Côtes d'Armor, Finistère, Ille-et-Vilaine and Morbihan, along with its main communes and towns (Rennes, Brest, Lorient, etc.) are collaborating on the e-MégalisBretagne project. The operational launch of this project saw the creation of an online Portal for public procurement covering all public sector acquisition in Brittany.

In this project ATEXO was required to provide support services for its LOCAL TRUST solution which had already been approved by local authorities as part of the e-Bourgogne project. The open source nature of the solution means that this new portal can be deployed at a very low cost and that the project budget can be spent on developing new services, including Contrôle de légalité (legal control) and Workgroups.
